common energy policy covers, apart from coal and nuclear energy, the supply and consumption of energy in the Community (global and sectoral objectives, reports by the Commission), deregulation of distribution (particularly of electricity and gas), improvement of the transparency of markets and prices, energy programmes, cooperation on supply and consumption (oil reserves), rational use of energy, alternative forms of energy, protection of the environment and safety, coordination of relations with non-member partners, right of transfer between networks, two draft Directives on electricity and gas, aid for modernization, investment in production, transport and distribution infrastructures, safety reserves of oil and natural gas.
