In order to facilitate the effective operation of this Directive, the Commission should be entrusted with the task of adopting measures for its implementation. Such measures should be adopted by a procedure involving close cooperation between the Commission and the Member States within a Standing Committee for Propagating Material of Ornamental Plants.
