In order to ensure the application of customs rules, the customs authorities may, where they do not themselves manage the temporary storage facility, require that: (a) temporary storage facilities be double-locked, one key being held by the said customs authorities; (b) the person operating the temporary storage facility keep stock accounts which enable the movements of goods to be traced.
