Established 9 June 1815, by the Congress of Vienna, charged with the observation of the principles of freedom of navigation and of equality of treatment of all countries, with maintenance of prosperity and security of navigation and suppression of hindrance in all technical, fiscal, customs, regulatory and judicial domains.
