Strengthening border controls and document security
Considering that improved border controls and document security play an important role in combating terrorism, the European Council has called for expedite progress to be achieved on a number of issues, including the following:
The proposal for a Regulation establishing a European Borders Agency with a view to making the agency operational by 1 January 2005.
