The relationship between the expenditure of labour and the units of completed work is established through a mathematical analysis of past performance, e.g., man hours per ton of stores shipped or documents processed.
In accordance with the principle of subsidiarity, the creation of common statistical standards enabling harmonised information to be produced is a proposed action the objectives of which can, by reason of its scale or effects be better achieved by the Community.
