With particular regard to the supply of nuclear material, the common supply policy referred to in Article 52 of the Treaty must be directed towards the objectives set out in Article 2 of the Treaty. Under Article 2 (d), the Community must 'ensure that all users in the Community receive a regular and equitable supply of ores and nuclear fuels'. At the same time the Community is obliged, under Article 2 (c), to ensure the establishment of the basic installations 'necessary for the development of nuclear energy in the Community', and this means taking into consideration the interests of producers.
