In Spain there is an Agreement between the Holy See and the Spanish State on legal affairs of 3 January 1979. Article VI.2 thereof provides that 'the contracting parties may, under the provisions of Canon Law, seise the ecclesiastical courts to apply for a declaration of annulment or a pontifical declaration on an unconsummated marriage.
