(1) Universaalne postiteenus on käesoleva paragrahvi lõikes 2 sätestatud postiteenuste järjepidev, kvaliteetne ja taskukohase tasu eest osutamine kogu Eesti Vabariigi territooriumil õigusaktidega sätestatud alustel ja korras.
