(1) Süsteemi korraldaja on isik, kes kooskõlas arveldussüsteemi reeglitega (edaspidi ka süsteemi reeglid) ja teiste süsteemis osalejatega sõlmitud lepingutega tagab süsteemi toimepidevuse ning korraldab ülekandekorralduste täitmist ja osalejate vaheliste nõuete tasaarvestamist.
