(1) Ehitamine on ehitise püstitamine, rajamine, paigaldamine, lammutamine ja muu ehitisega seonduv tegevus, mille tulemusel ehitis tekib või muutuvad selle füüsikalised omadused. Ehitamine on ka pinnase või katendi ümberpaigutamine sellises ulatuses, millel on oluline püsiv mõju ümbritsevale keskkonnale ja funktsionaalne seos ehitisega.

(1) ‘Building work [in this translation, also ‘the building of’]’ means the erection, construction, installation and demolition of a construction work and any other operations in relation to the construction work that lead to the creation of that construction work or to a change in its physical properties. ‘Building work’ also means the shifting of soil or paving layers to a degree that has a significant and permanent impact on the surrounding environment and is functionally related to the construction work.
